You must have permission to obtain a credit report for someone other than yourself. At the bare minimum, you need to have a person's Social Security number to get a copy of his credit report. Obtaining a credit report without permission is a crime. Getting a credit report for other persons is very easy to do online or over the phone. Online applications will give the inquiring party immediate access to the credit report.
